first of all check the websites content including the title, description and linking chain... if everything is fine then start the link building of your site..

Link building is the main way to get higher page rank ... and if you will try this in a proper manner than I am sure you will be able to get higher page rank.

For link building I am doing Directory Submission and Forum Posting.
