Changing meta tags often

If we change meta tags often will it affect seo or we get penalized by google?

Well, into my knowledge it will affect SEO (Not penalized by google). This change will effect re-indexing of the page or the site.

If you are currently ranking well with your page title, you should not risk with changing it to improve your rankings. You may often see your current Google rankings go down with such a change.Your page title is the main entry gate of search engines. Changing the title meta-tag could easily make your Google rankings fluctuate. If you change your title, Google and other search engines will take some time to reflect rankings for new titles.

It is not a good SEO practice to change Meta's frequently, in this case you not focused your presentation in front of search engine...

It will not effect SEO so much but it will do reduce the traffic in your site.So avoid it.

You'll not get penalized by any SEs if you'll change your meta tags. But, if it not necessary to change meta, don't change metags cause it will affect your current SERP. (unless you have bad SERP, you have nothing to lose if you'll change your meta tags.)
